letter 54258/46 of the 31st July about Mr. Braga's memorandum on anti-British feeling in China and for the enclosed copy of Sir Mark Young's comments on the subject.
2. We are interested to learn that the Government of Hongkong are considering the establishment of a Public Relations Officer, and agree that such an appointment would no doubt be extremely useful in the Colony.

3. With regard to the proposed pamphlet on "Do's and Don'ts" for British subjects going to China or to Hongkong, I am afraid that we may perhaps have given you the impression that the project was further advanced than is in fact the case. The present position is that the Foreign Office departments concerned are inclined to think that, in view of the disturbed conditions in China, it would probably be better to postpone the preparation of such a pamphlet for the time being.
4. We are however keeping the matter under consideration, and will keep you informed regarding any further developments.
